This question could have an unlimited range of different answers.
For example, according to a first survey came to light that some people look for a low-cost holiday, everywhere as long as low-cost; others need a relaxing holiday to escape from hectic lives and find peace, fresh air, physical and mental wellness; somebody chooses a destination where animals are allowed; those who are keen on water sports go where they can play sports such as windsurfing, kitesurfing and sailing; who loves mountain resorts looks for places where it’s possible to have excursion or ride bikes; there is also who prefers nightlife on a seaside holiday and somebody who is so fond of place that keeps on going there lifelong.
In other words, depending on preferences we decide where and when go on holiday.
